Maybe: Starting in mid-May, the IRS began distributing payments on prepaid Visa cards to taxpayers without any banking information on file. The cards will arrive in the mail from Metabank, the Treasury’s financial agent, with instructions on how to  activate and use the card. No action is required by the taxpayer to receive the prepaid debit card. It is unclear how many taxpayers without bank information will receive cards vs. checks.
