No, the Republican tax bill, the Tax Cuts and Jobs Act, did not cut medical expense deductions. The medical expense deduction lives on and, in fact, is expanded through Tax Year 2019 (the 2020 filing year).

Medical expenses exceeding 7.5% of adjusted gross income (AGI) can be deducted on Schedule A in 2020.
